UPDATE! - - After about an hour, Serraglio and Mstrskrcrw at Hentai-Foundry gave the correct answer within a minute of each other. She is indeed ARKANA from the 80s cartoon 'Spartakus and the Sun Beneath the Sea!' It used to be on Nickelodeon all the time.

She never looked this good back then! It was an AWFUL show! (GREAT theme song, though!)
